Crypto market bill CLARITY stalls in the Senate
The US Senate lost the vote to open debate on the CLARITY crypto market bill 49-50, making passage in 2026 very unlikely.
What happened
The September 15 vote was not on the bill itself but on opening debate, which needed 60 votes. It failed 49-50. All Democrats and four Republicans voted no. Without cloture, the bill cannot reach the Senate floor.
Why it failed
The ethics fight that stalled the bill for months decided it. Democrats wanted an enforceable ban on the president and senior officials profiting from the crypto market they regulate. The ethics language Republicans added to the final text did not win enough votes.
Market impact
On Polymarket, the odds of the bill becoming law this year fell from 82% in February to about 7%. Bitcoin slipped below $76,000 after the vote.
