Türkiye's AI Action Plan enters the Official Gazette
The 2026-2030 plan took effect on August 18. Targets include AI training for 5 million people, $10 billion in investment and 1 GW of data centers.
The circular
The AI Action Plan (2026-2030) was published as Presidential Circular 2026/9 in Official Gazette no. 33344 on August 18, after being shared publicly on June 13. The Ministry of Industry and Technology coordinated it. It rests on four pillars: Aware, Benefit, Construct and Direct.
Targets
AI training for 5 million citizens, 10,000 advanced experts and 100,000 practitioners; $10 billion of mostly private investment; at least 1 GW of installed data center capacity; and at least 2,000 public datasets through the National Data Library. A national AI compute strategy is due within six months, and Turkish LLM work at TÜBİTAK, T3 Foundation, Baykar and HAVELSAN is supported.
