US and China agree on a super intelligence dialogue
Trump and Xi agreed to set up a regular channel for AI incidents and a Super Intelligence Dialogue, with the next meeting due by November.
What was agreed
On September 26 the White House said that during Chinese President Xi Jinping's three-day visit to Washington the two leaders agreed to set up a regular communications channel to discuss AI-related incidents. The sides will also launch a US-China Super Intelligence Dialogue on risks and benefits, with the next meeting planned by November.
Why super intelligence
Both sides agreed to refer to AI as super intelligence, or SI, the term Trump has favoured in recent weeks. Some observers likened the bilateral incident channel to the Cold War red telephone. It emerged only days earlier that the US had proposed such a notification scheme to China; the summit put it on paper.
What is still open
No trigger criteria for the channel were published, so it is not yet clear what labs or agencies can expect in terms of real-time crisis notification. OpenAI's Sam Altman and Meta's Mark Zuckerberg attended the state dinner as the frameworks were settled.
