Anthropic opens Singapore office and signs government MOU
Anthropic opened its fifth Asia-Pacific office in Singapore and signed an MOU with the Ministry of Digital Development and Information on AI safety, model evaluation and public-sector adoption.
What happened
Anthropic opened a Singapore office on 14 October, its fifth in Asia-Pacific, and signed an MOU with the Ministry of Digital Development and Information at Singapore International Cyber Week. Co-founder Ben Mann and Permanent Secretary Chng Kai Fong signed it, witnessed by Minister Josephine Teo and Anthropic's APAC policy head Michael Sellitto.
What the MOU covers
It covers AI safety, security and model evaluation; research on AI adoption and its impact; and responsible use in the public and private sectors. Some reports say it includes incident response. Anthropic plans technical exchanges with Singapore's AI safety institutions and, per Business Times, is working to serve its frontier models on Singapore soil.
Background
An MOU sets out shared goals without binding obligations. Data localisation, processing data on servers inside the country, removes a major barrier for governments and banks that cannot send sensitive data abroad.
Why Singapore
GovTech Singapore, Grab and DBS use Claude, and Singapore has long built its own model evaluation tools and governance framework, making it a natural regional hub.
The regional race
Asia-Pacific is one of the fastest-growing regions for AI companies. Singapore follows Anthropic's offices in Tokyo, Seoul, Bengaluru and Sydney. Google and Microsoft have announced multibillion-dollar data centre investments in Malaysia, Indonesia and Thailand. Governments use their leverage, opening public markets in exchange for local infrastructure, jobs and safety cooperation.
Why it matters
AI labs now build formal relationships with governments on safety and testing. With the EU questioning Anthropic and OpenAI over incidents the same week, early cooperation with regulators is gaining weight. Google, Microsoft and OpenAI are also expanding in Asia.
What comes next
Joint research projects and testing programmes will show what the MOU delivers. No date has been set for serving models locally in Singapore.
What it means for your business
Ask where your AI provider processes your data and on what legal basis it transfers data abroad, mask sensitive customer and financial information before sending it, and check enterprise plans that offer region selection and no training on your data.
